Now everyone spoke about the grid heater, but what about the heater in the fuel tank. That would take longer to heat the fuel. I asked a local dealership about the cycling and they said that the grid heater took some current and the heater in the fuel tank consumed some of the current, so they said the cycling is normal. Haven't thought about the electrical cycling since.
 
Either the dealership was feeding me a line to stop my whining, or there really is a heater in the fuel tank to help it keep the electrical system cycling until the fuel is heated to an ambient temperature.
 
Fuel Heater

The fuel heater on my "03 is on the fuel filter housing - and that's where it was on my '99 also. Assume it's there on the new trucks too. Heater has a sensor that turns the heater on at 45 +/- 8 degrees. It is not computer controlled. Manual says the heater draws 300 watts at 0 degrees.

Just wanted to say thanks again for all the responses. I orginally called the Dodge dealer here in Bremerton, Washington when I first made the post and must have talked to one of the new servcie guys, because he said it might be caused by that TSB... . I was supposed to call them back because he said another rig was in the shop experiencing the same symptoms.

I called back this afternoon, talked to the Head Shop Service Advisor and he concurs with all the posts in this thread.

Grid heaters and it's normal... . Not to worry :)
