Posting size of pic? ? ?

I wan't to post a picture. Its not very big. I've seen other pictures posted twice the size of the one I wan't to post. Any explanation why this is.

Hi, the picture needs to be smaller than 400 x 400 pix. Just adjust the image size, if you can't e-mail it to me and I'll resize it and send it back to you.

There are a lot of photos on here that are bigger than 400 by 400. I just don't how its done.
