2nd Gen Non-Engine/Transmission power outlet fuse

Last night I turned my truck off and the radio stayed on. The wipers worked too. I thought it was the ign switch. Pulled the steerin collum apart, and unpluged it and it still didnt die. I pulled every fuse/relay under the hood except fr the alternator, and none of them shut off the stero and wipers at the same time. I started on fuses under the dash, and the power outlet one killed the radio and wipers with the key off. But they still work with the key on acc or run. Any ideas on where the power outlet fuse goes and what relay might be stuck closed.

Did you know that a 12v cordless spotlight plugged into the cigerette lighter will backfeed power and run the radio, wipers, or about anything on that set of wires. And do so for at least 2 hours at 3am while ripping the dash apart trying to find a stuck relay? I did not know this, but do now.

I'm not quite that close. You might have me by a few feet. If I climb up on the grain bin, I can see right across the river, and the skyline of Louisville. I'm about 3 miles from the river on the north side.
