When checking the fluid level, should the cap be screwed all the way on or should it be inserted until the rubber plunger hits the rim? I have looked in the service and owners manual and there is no guidance. Is "cold" after the engine has not been run for overnight. If the stick is to be fully inserted to check level, mine is too full(from factory). Can I siphon some out? I know that overfilling probably is not good for the sysyem, but will overfilling affect the feel of the steering?

The cap should be all the way on and not just to the rubber. You can remove alittle very easy. Stick a piece of rubber hose into the pump body and then put your thumb over the top of the hose,then remove the hose and put it over a container and remove your thumb,the fluid will run out. As far as too much fluid affecting the feel of the steering ,its no.
