That neat feature on the Ford is part of the PCM programming. When you let up on the throttle on the Ford, the TC clutch is still commanded to be on, but the injectors aren't spraying any fuel. On extended coastdowns the PCM will downshift as road speed decreases until road speed gets too low in low gear, then the injectors will be turned on again to light the engine back off for an anticipated stop.
As far as our Dodge Cummins goes, I don't know if any year of our auto trucks ever had this feature. Maybe if DC hears enough demand for it, they might come out with a reflash like the one for extreme cold weather operation.
