The new used fuel heater had a oil in the connectors. I did go in and clean them out. I pulled the bowl off too. I trashed the screen. All rusted out. I'll just use the old one.

But I not sure if this one works? I took an ohm meter and measured the the resistance. I'm not getting any reading at all. I may run up to Zips in StCloud and see what they think.

I was at the Hutch auto & truck salvage yard. They don't get much for diesels. When they do they get picked apart pretty fast. The truck I got my parts from the diesel was sold right away. They left behind fuel heater,high pressure injection lines,fuel filter mount,return lines off the injectors,down pipe off the turbo,belt tensioner. So I just took as much as I could fill my arms. Got it all for a 100 bucks. I might go back and get the realys for the intake heaters. Only thing bolted down and didn't have a wrench.
 
You will get an infinite reading (open) across the heater leads unless the temp of the heater's internal thermostat drops below 40°. After the tstat closes the reading should be rather low, guessing under 200 ohms.
