So my truck won't hold more than 5 psi of fuel at max, and I have narrowed it down to sucking air somewhere in the tank sump. (the large plastic assembly in the top of the tank) now is there anywhere besides the dealer to get this part? The dealer quoted me $332 which is kinda steep.

Or would a better route be to just install the Vulcan draw straw in the tank and be done with it? Who has fixed this problem before?

Please any advice would be greatly appreciated.

It is a dealer only item, I believe.

There are some of us who have had issues with the larger pick-up tubes. If ther isn't enough fuel flow or suction (lift) it can allow air in. Then you won't be using the last 1/4 tank of fuel!

So be careful there, stay with a small tube. Are you sure the screen on the bottom of the canister isn't plugged?

Yep, dropped the tank yesterday, the screen and tank were very clean. Had the pre-screen on the lift pump/fuel heater and it was clean. Ran all new fuel lines and installed an electric fuel pump to top of tank and still getting air in the system somehow. Do you still run into suction problems with an electric fuel pump? because I planned on running a 3/8"-1/2" draw straw.

FWIW, I've got a DrawStraw installed in my 99, with a Vulcan Performance relocation & BigLine kit. I did add a strainer pre-liftpump as the screen in the bottom of my tank sump has been torn. I cut the hose long enough that I've been able to keep good pressure down to less than 3 gallons in the tank.
