Engine/Transmission (1994 - 1998) Valet switch?

We have a 98. 5 pickup that is becoming a pain. As soon as the temperature drops below freezing, the thing won't start. It has been at the dealer's since the week before Christmas, and they still have not been able to get it to run. They have changed a number of things on it including the heat sensor , the e. c. m module, the lift pump and now they are waiting for an injector pump . I wonder why Chrysler Corp. can't have some technical resources available to the dealers so that they can facilitate faster

repair of these vehicles. HAs anybody else experienced this problem, or is it exclusive to Canadian dealers?
 
All dealers (at least here in the states) have access to a "technical Advisor". I believe in California there are four covering the state. The dealers are supposed to contact them if they are having trouble fixing a vehicle.

I bet the same holds true in Canada. Call your dealer or DC and ask.

Its a TSB for winter fuel and hard starts. I assume that when they replaced the ECM that it came with the newest program, but you never assume with a dealer.
