Where is this pump located and what it is? (I assume is the fuel pump)

I have the lift pump moved to the frame rail. (done by previous owner)

Today my fuel pressure gauge went to 0 and now I don't hear the noise when turning the key. The truck ran fine on the way home, but I shut it off and have not started it since. I am worried about damaging the VP.

Look along the the left frame rail in front of the fuel tank. The pump's new location should be there. And yes, that is the pump you hear when you turn the key and wait for the "wait" light to go out. If you're not hearing it, it may need to be replaced.
 
I would not continue driving it before the transfer pump is repaired or replaced. I've not experienced it but most TDR members believe a bad transfer pump will cause a failed injection pump which is $1500 out of your wallet.
 
Solved mystery

I somehow knocked off the relay connection on the fuse box. Pluged it back in and back to 15psi.
