Pump timing

Am going to have the local shop adjust my valves this fri. , while I am in the field with another Cummins setting in front of me,(8. 3) and I wanted to have the mech. ck the pump timing while it was there and set it to 15 or 15. 5. He said he had no way to set it. How bout it? I know you have to find tdc on #1, but how do you set the timing from there? Thanks in advance.
