Question about using paint to resize pics for posts and rigs

What would you do?

Just got my first digital camera and have my pics on the computer but can't figure out how to resize them to put in readers rigs or post them. They are an average size of 2100X2100 approximate #. When I go to attributes in the paint program and type in 800 by 600 I can only get the top left side of picture to appear how can I make whole picture get smaller in paint program?

I downloaded the link he suggested and it works great. http://www.irfanview.com/ I had a heck of a time trying to do it MS Photo Editor. I printed and still use Steve's instructions because I don't upload enough pictures to ever remember how to.

I would like to do it through what I already have available. I don't really want to load anymore into my puter than I have to.
 
Attributes won't resize the picture it will just make the "canvas" size smaller. You need to go to "stretch/skew" on the same menu. Paint won't give you pixels on that menu - only percentages. Just put say 30% in the stretch section (you'll have to enter it both on the horizontal and vertical lines). Paint doesn't allow you to adjust the quality/compression setting (that I can find anyway) but it seems to set it at 50% which is a good setting. You'll just need to figure out what percentage you need to reduce your images by to get the size your shooting for.

Thanks for the reply that is so simple. I am glad I did not load another program. It has taken me almost 3 weeks of headaches to find out how simple it is. I now have pics in readers rigs. Now to try and put some in posts.
