Engine/Transmission (1994 - 1998) 95' 160HP pump with 181's, do I need to keep the copper washer, or discard?

I'm getting it as well. It started after I had the truck repainted, so I am guessing ground. (I had removed the antenna. ) I've been mostly listening to FM, tapes, and upper-band AM stations, and have thusly been too lazy to fix it.
