Engine/Transmission (1998.5 - 2002) rail injection for 2nd gen

I have a 98 with 80,000. I was talking to a friend who was told that the new common rail injection used on the new engine could be put on the 98 and above engines. Is this true and who could do it and how much?

One would think that this could be a possibility b/c both trucks (in my limited knowledge) would use the same block but with different heads and injector pumps. I'm sure there are 1,000,000 other differences that haven't been mentioned yet, but I would think that it would be cheaper to just go buy a 2003.
