Stuck in 1st gear with Smarty

When I let off the throttle to coast, whether downhill or to a stop, the rail pressure stays around 15-17K for quite a while. I'm talkin' 10secs or more. I've never actually counted, but it's way longer than I would expect it to. Is this normal? Is the pressure staying that high or is the gauge just not dropping? I have the Dipricol from Geno's.
 
The Juice is probably a big part of it. The smarty reacts totally cleanin that situation. The Juice has some little quircks on the rail pressure. You will get a small spike when you lift even on a stock rig
