ANyone using a modded Rail or modded Relief Valve?

I have a friend that has an 03 HO cummins. He has been running an edge ez and a quadzilla downloader. His problem is that it is down on mileage and a little power. So I change his relief valve. While the truck is running and the return line off, diesel pours out of the return. Is this right? I didn't think it is. Anyone with any Ideas would greatly be appreciated. Thanks. Lee.

The return line will dump fuel it is hooked to the CP3 return there should not be any fuel comming from the top of relief valve or out of the relief valve
 
I was told at idle, there should be no fuel coming from the valve... if you blip the throttle and fuel pours out of the valve, it is shot.

Fuel coming from the line connected to the relief valve is normal as indicate... it is being pumped (back fed) from the CP3.

Could some of you CR experts give me a hand or better yet, your knowledge? The CR pressure relief valve has a history of failure. I have been looking on the web for a few days to find out why.

This is what I've heard. (1) The spring weakens and looses its force (2) The seat and poppet become etched (3) The poppet tip breaks off

What have you guys experienced? Have you done any testing on the CR relief valve?

ehhh, I think I remember there being a flow rate for the CP3's return to determine if there was something wrong with the internals of the CP3... bypass valve?

It is a timed test, should be less than 100ml(80ml) but I cannot remember in what time frame(30 seconds). Mine was at 240ml, retorqued connector tubes and it was just below 100ml.
