Ram recall - shifter problem

I also saw this a couple days ago. Said it also involved some jeeps but i believe it was mainly trucks with column shifters. It was do to trans shift lock heating when brake is held in while vehicle is in Park, causing failure resulting in shifter being able to move from park to R,N,orD without pushing brake pedal. To help with the issue until its fixed you should set parking brake as recommended by ram. That's what i read in a bulletin about the problem.
 
Correct me if I'm wrong but isn't that what the parking/emergency brake is for? To keep the vehicle from moving prior to exiting or putting it in gear. Seems to me that most states require you to set that brake upon exiting the vehicle. HMMM, must be a legal thing.

I'm not sure about state laws requirements but i always set the park brake on any vehicle i drive.
