....there are two different systems on California highways one is for exhaust emissions and the other is for highway cameras.

Didn't know that either...Can you post pic of, or describe, the "emissions" detection camera ???

Post 31 pretty well covers emissions deal, the pole is located near the on ramp or where traffic merge to highway normally. The device is mounted to pole there is midget solar panel, device is about 12" off the pole at angle aim at highway.
