They sure do!
Imagine what the manufacturer would have to deal with if you were pulling a hill at 2,700RPM and something happened in the drivetrain allowing the engine to free rev? or, some kid, probably like me, haha, that would rev'er up as high as it would go in neutral?
Rev Limiter, 3,100/3,200 Full Load, and 3,600RPM no load rev limited.
Also, if you have an auto, and run'er up to redline in neutral, and drop it in gear at Wide Open Throttle, the trans will not go in gear, and the ECM pulls power back to idle, then once the trans engages in gear, the ECM will listen to your right foot again.
You also cannot build more than 15PSI of boost while on the brake at a complete stop. Unless you have a chip, or programmer of some sort.
