Right Side Trailer Brake and turn Signal

I have a 2004 Ram 2500 5. 9 cummins. My problem is that I can not get the right side trailer Brake and Turn Signal operating. Parkinf lamps lite ok and left side works properly. I checked all wiring on trailer and it is all good. (Checked with meter continuity) I have also checked the wiring in the truck and I am getting no voltage on the green wire to the 7 pin trailer connector. I then proceded to check the fuse (#46) and it checks good. I can hear the relay clicking in the front control module yet I am not getting any voltage to the 7 pin connector. I then checked continuity to c 217 connector and to C1 connector on bottom of IPM (Integrated Power Module). I believe that I have a bad FCM (Front Control Module) Is there anything else I can check before I go and spend $240. 00 on a new FCM. anyones help in this matter is greatly appreciated.
 
If you open the trailer connector, the right turn signal is at the 3 o'clock position in the connector... you need to check this with a test light... .

There is a second set of fuses in the panel that supplies the trailer plug so its possible for the truck lights to work and the trailer plug to be dead...

If the fuse is good and the relay is clicking than I'm at a loss... I own several of these trucks and its always been a fuse in the panel... .

I don't know for a fact IF the FCM powers the trailer lights on the 04, I thought that the change came in 06... . I'm sure someone will correct me... We've seen issues with the FCM on headlights, wipers, etc... but not trailer lights. .

I have checked the the the pin on the trailer connector @ 3 o clock and no power I have also checked the seperate fuses for the trailer lights and it is good. The relay for the trailer lights right and left are located in the FCM located on the IPM. I believe that the relay is bad even though it is clicking when I energize the right turn signal.

Have you been able to solve your issue? My 03 developed exactly the same problem with trailer lights in fall of 08. As of this past Monday, the problem has grown. I've now lost my driver's side low beam, passenger side high beam, one of my rear brake lights, both rear reverse lights, and my turn signals. From what I've read here, it sounds like the FCM is bad, but the dealer is telling me that I need to replace the entire power distribution center for a cool $2000+. After dropping $3000 into new front end parts and $1500 into an injector and other fuel delivery problems, my frustration level is growing quickly...
