Engine/Transmission (1998.5 - 2002) Roll Over Valve

My truck has been hard to start so I took to the dealer to be worked on. Supposedly the problem was a roll over valve on the gas tank. Haven't picked it up yet so I don't know if it is fixed. Has anyone ever heard of this and if so have they heard of it causing this problem

My truck is a 99 5 speed. The plastic cover was left on the valve. I removed it with somewhere in the neighborhood of 1000 miles on the truck.
