I've done both but its been a long time since I did the Moki Dugway, but best I can recall, the Moki Dugway is much easier than Shafer. Shafer is narrower, with sharper corners and is intended as a backcountry route. The Moki Dugway is considered a main route of travel with just a trailer restriction.
If you think Shafer is intimidating, you should see The Flint Trail in the Maze District of Canyonlands. I had to do multi-point turns in my RamCharger with a 106" wheelbase. It's steeper, and rougher.
As usual, it's hard to appreciate some things in a video, but this is the best I could find. The scariest parts are at 2:20 and 3:04. It was even worse with the large hood of a RamCharger, all I could see when turning the switchbacks was my hood, and the horizon.
