Engine/Transmission (1998.5 - 2002) RPM range

Somewhere I was reading that the Cummins is most efficient at making horsepower between 2000 and 2200 RPMs. In my truck that translates to around 75 mph. I assume that does NOT mean max efficiency as far as MPG goes. Correct or not?

the sweet spot is closer to 1900 rpms

That puts me at about 69MPH, a perfect cruising speed.
