RRT's or TSB's?

Is there a place on line that one can look these up? Do they use TSB's now or RRT's? I'm looking for RRT 13-024 to see what it is. Nothing comes up on Google etc.

Reflash, that they say will help trans shifting, (and make the CEL go off). some threads on it at "the other guys" forums.
