Engine/Transmission (1994 - 1998) Running Erratic @ 1700 to 2000 RPM no load?

I have like an erratic miss (rpm bounce) between 1700-2000 rpms with no load on motor on my 96 180hp. Can not feel it driving down the road and sometimes at idle I feel a very light miss ( its not constain, sometimes its there other times is not, dosent matter if engine hot or cold) but I can seem to find it by cracking injector lines. Have had injectors pop tested, Cummins said they are OK and have good spray pattern. I've changed injection pump. Did fuel pressure test and runs about 22psi and bouces up to about 27psi when reveded up. Fuel screen replaced, new hoses and all new seals in feul sys. done. Timming Rechecked OK at 15. 5*. Valve Lashed. Help!



96 3500 Stick 140K 60 Valve Springs 14. 5* KDP Done. Fuel Plate Moved 1/16 back from being all the way forward. Afc housing moved forward but not the wheel. Got smoke and quick throttle reponse and some smoke when I hit it, more when I'm pulling a load. Boost control modified to last TSB. don't know what the boost pressure is, Stock Turbo.

check your TPS

Clean the connector and make sure the bolts are tight and turn it as far counter clock wise as you can and then tighten those bolts

I've got a stick trans not auto so thier is no TPS. I remember reading some where, that the problem my be in the governer " thighten a click or two" but in can't find the thread.
