rust problem

Hello everyone, i bought my truck at night and i never recommend this. it was brand new so i didnt think about it too much. i live in southern cali. and not by the beach its more like the desert here. there is a lot of rust all over under my truck even the frame it looks nasty. is there anything i can do about this. i painted it all when i first got it but it just came right back. does dodge do anyhthing about this. it makes me real nervous i want this thing to last. its not just surface rust either. any info would be helpful.
