Hoping he did not go very far.....all it's gonna' take for a disaster is having to stop quickly on a rough surface and that whole mess is going to attack where there are no active brakes back there...
 
I think we need the whole story, which we won't get.
In and around Dollywood, there are Ford E van cutaway tram tugs with a few matching trams in tow. These trams have air brakes- glad hands and all. So I'm guessing there's a air over hydraulic kit on these E van tugs. Yes I did sit in the first one, and did hear the air modulation, and a compressor cut in at the rear of the tug. The above can be a legit combo. Nice belly dump.
 
We don't think much about it but around here it's common to see a pickup hauling a hay wagon. That's about 12K with 200+ bales packed in it. No brakes on wagon, and we've got one fool who pulls doubles down a 4 lane at 40mph. It's gonna get ugly sooner or later.
