Engine/Transmission (1998.5 - 2002) scanner said injector pump problem, what next.

I am looking at a 1999 3500 5 speed. Seller said the following:



"scanner said injector pump problem transfer pump checked ok it starts and runs fine except the gov doesn't open up"



Now what? How much and how hard to replace? I can get theis 150,000 milke truck for cheep (under $8k). So is this a big deal? Is this a problem on all of these 24 valve trucks? I mean if I buy a 100,000 mile 24 valve model, 1999 to 2001, can expect to replace the injector pump anyway?

Not hard to replace the VP44, just expensive. Figure on another $1,600-$2,000 when it goes for good.
