Honestly don't know on newer vehicles…for all I suspect and know, it is computer controlled along with the airbags.
That being said, in my 2005 and other vehicles that use a small pendulum inside the seat belt housing to lock up the ratchet, when it was locking up too easily, I would remove the housing from the vehicle and then spray wd40 and compressed air through the mechanism (which was still inside the housing) until it worked normally. In all of may cases, this fixed the problem, which was being caused by dirt/debris buildup inside the housing which was keeping the pendulum from swinging freely and returning to a neutral position.
