Engine/Transmission (1998.5 - 2002) Seat Belt Problem

My brother in law has a 99 gasser that is having problems with his seat belt. The dealership has replaced his seat belt module, and air bag module to no avail, they now want $4800 to replace the entire wiring harness and then NOT guarantee that the problem will be fixed!!!

Anyone have this problem before and what was the fix?
