Every once & awhile cruising down the highway my seat belt light comes on & the inertia shoulder harness locks both of us in where its at, restricting our movement. When I stop & shut off the engine, they release. One time I pulled over & disconnected the electrical plug under each seat with no help.

It usually comes on after being on the road for at least 20 or 30 minutes. It doesnt happen every trip but probably at least 60% of them.

Anyone know the cure?

It could be the black box underneath the center seat. If it is tipped, it will lock up the seatbelts. It may be failing if it is still mounted flat. I'm not sure how it is wired, but when you said it didn't help unplugging it, it could be that it is wired as a fail-safe incase of cut wires during an accident.
