Some of your dial up speed problems may be because of your modem. I had a lot of problems with disconnects and 28 KB or less connections. No DSL here in the sticks of Humboldt County, CA. It's available in town, but not out here. I was thinking about satellite. I found an article on modems on line and did some readings. Most of the modems that come with a computer system are soft modems. These things rely on a program to control what is going on so the modem hardware is minimal, basically just a signal converter. I replaced my modem with the best USR modem card I could find. It was on the shelf at the local Staples. What a difference! Very seldom does it disconnect. I now always get at least 38. 6 line speed. Sometimes 44. A 56 KB connection is possible if there was only one phone company relay between me and my ISP. My ISP provides software to speed up a dial up connection with a compression algorithm which is selectable. The fastest results in lousy graphics. I use medium compression so the graphics still look pretty good. Right now I'm connected at 38. 6 with 4. 2 speed up which results in a 160. 4 line speed for practical purposes. Do some research and you might get a lot better results from your dial up connection.
