My understanding is that the turbo is generating more air (volume) than what the engine can typically consume at that point (typically sub 2,000 rpm range) so therefore the airflow back ups and stalls the compressor wheel. It sounds like a faint chuffff-chufff-chuffff and your truck will feel like when you are fishing with something nibbling on the hook (pull then slack, pull then slack). It's really irritating when you are towing and one way to get around it is to run your rpm higher (downshift or higher speed). Mechanically, you could install an aftermarket cam, which will help improve the volumetric efficiency (breathing ability) of the engine, especially in the lower rpm range.
