Skim key module

Does anyone know if a Skim key Module can be tested? My dealer changed mine and both keys and the truck still did not start. They are charging me $400 and never fixed it. It turned out to be the pressure relief valve on the rail. I would like to have the module and the keys tested if possible.

You don't have to test them, just plug the old module back in and use the old keys. If it's good it will fire right up.

can you tell me where this is located and if its hard to change?
