 Upon staring my `02 , the alt. charging hand is very slow to come up to the normal range that it used to do. I am guessing that the voltage reg. is going south! I beleive that the reg. is externally mounted, and could possibly just replace it. any thoughts. Alt. tested good as to output

On an 02 my 1st guess would be the batteries , [ thats about normal life ] have them load tested , along with the alt. , the reg. is in the computer , so its an issue to replace , but they almost never go bad ,
What ever you do , always test 1st , then put in only the parts you need , insted of as many as it takes guessing .

My high mileage alternator got to the point it didn't really start charging at a cold idle after first startup but would put out okay at speed or even at an idle after warm and this was with nearly new brushes. Replaced and all is well.

If the battery temp sensor is working, it sends temp to PCM(EVR) and when batteries are cold the PCM(EVR) increases voltage,as the batteries warm up it reduces voltage.
