smarty ?

I have a friend who had his '04 dodge truck stolen about 6 months back and never got it recovered. Anyway since then he bought an '03 and went to download his smarty to clear out some codes and came to the realization that his smarty was still vin locked on his old stolen truck. Is there anyway he can send in his smarty to have it reflashed so he can use it on his new truck? Or is he out of luck & has to purchase a new one?
