Be really careful, the registration police are on the lookout for this.
I am being serious, too. I have an employee who has been working here since August of last year, came in from Las Vegas. She just got ticketed last week for NOT having registered the car in California after seeking gainful employment. Unless someone tipped them off, I have no idea how they caught her. If you or your brother are caught harboring (AKA screwing) the DMV you can be heavily fined. Yes I know people do it all the time, I'm just letting you know that someone is looking for these kinds of things.
However, it can obviously be done. From what I know:
The truck MUST have at least 7000 on the clock before it will be considered used by DMV. I am not sure if there is a definite "time", but I remember hearing 6 months. I do know for sure about the 7K mile rule.
The vehicle will not be required to meet CA emissions at this point, as it is a used vehicle being brought into the state. You will be responsible for DMV fees, as well as Tax. Get out the wallet, it won't be cheap.
