The guy at the station where I have my inspection done grumbles (in a friendly way) that he can't make any money inspecting diesels.

Just to throw it out there. Some thing i never thought of When my wife got in little fender bender in her 03 mustang My state farm agent , While looking over the car saw we had the cats off and freaked try to cancel my policy. it was more trouble then its been worth just my 2cts
 
so I could cut my cat off without having any inspection troubles... ?
You could hollow it out but removing the cat is said to have very little impact on anything. I'd leave it there unless its clogged, then its under emissions warranty.
 
I know for a fact, here in my county (Lee), about smack between Houston and Austin, they are denying folks left and right for a lack of muffler in the exhaust, mine's an early '04 so don't have to worry about the kitty, but am going to have to blow the dirt dobbers out of the muffler in the storage building and get it back on before mines up in August.
