Solenoid or ? problems

Working today on my 95' 2500 and installed a new kill solenoid because I thought the old one was bad, but
after installing the new one along with a new relay I still have no "pull" on the solenoid when it is wired to the trucks wiring. It has the "hold" side working but neither of these solenoids work on the "pull" side. I checked the three flat prong connectors on both male and female, put di-electric grease on the blades, etc.,but no pull.
Tried 3 different new relays, no effect either.
When I wired it DIRECT to the battery with jumper wires, it had both Pull and Hold!!!
I then checked the voltage coming from the truck wiring harness 3 blade female plug, the one that plugs into the solenoid and got these readings:
Key in ON position: 11.95 V
Key in START position (starter engaged) : 10.64 V
Is it possible that it is not getting enough voltage when in start position to pull the solenoid up?
If so, what could be causing this?
The truck cranks (spins) over fast and the starter contacts seem fine with no "sticking" issues.
I'm lost here now.
I've replaced several solenoids and relays before on other 12v Dodges and other Cummins engines and those were always cured with those parts, but have never run across a PITA like this one has become.
Any ideas and help here is appreciated!!!
 
If I remember correctly there's a fusible link in the wiring going to the solenoid, maybe try bypassing it?

If my memory doesn't fail me, there's also a fuse, #9, I believe.

Although, you're still getting voltage, it won't take long to check.
