I have a 3. 5mm spacer on the right front
rotor. It attached with clips like a rear
drum. The left front has no spacer, is this
normal?

I had a steel "spacer" on the right front of my '98 V10 when it was new. No one could tell me what it was, but I didn't like it because it kept the wheel from riding on the hub (i. e. the wheel was supported by the lug bolts, not the center hub). This thing was secured by flat retainer washers at each lug. My solution was to remove the "spacer" and try driving without it. On my truck, it made no difference! I can apply the brakes and the truck tracks straight, same thing when I let go of the steering wheel... no drifting or pull to either side.
I have come to my own conclusion regarding this "spacer"... I think it is a protective device placed on the axle by the manufacturer to prevent damage to the axle during shipment to Dodge, and the guys at the factory should have removed it during assembly, but forgot. Just my own theory!
 
When I 1st read about it, it was a cosmetic thing. Owners complaining that their front axle was off center and the tires sat differently in the two front wheel wells. . which will happen , since there are differnt springs for the front end. AND Since the track bars are all the same, the taller the front springs, the more to the driver side the axle gets pulled...
The space is to cosmetically bring the wheel into a nice looking position in the passanger side wheel well, compared to the driver's side.
If you want to get ride of the spacer, but have the wheels correct in the fender well... Get an adjustable track bar, take off the space, re-center the axle (or truck over the axle) set track bar... done. .
