Thats a chain for sure. Mack trucks had chain drive like that. Can anyone identify what brand of truck that is? Oh BTW I'm in the top twenty... .....

I believe it's a Thormycroft, Chain drive for sure. I also saw a steam driven truck in 1940 on a construction site, it was a road model. Inside cab with bright work and gauges pure Art a Picture, chain drive, as was probably all the heavy trucks earlier trucks.
 
That truck could also be a Scamell (not sure of spelling. ) It's not unusual on British roads to see loads around 300 tons, generally electrical generator (dynamo) parts for electrical generation plants.
