2nd Gen Non-Engine/Transmission Speedo Re-calibration

I just went up to a 285-70-17 tire on my 98 12v and my speedo is off by about 5mph (according to the gps). I'm pretty sure the only 2 ways to fix this would be to buy a programmer or go to the dearlership. I was wondering if there is anyone in the middle-Georgia area that had a programmer I could borrow for an hour to fix this so I don't have to drive an hour to and from my closest dealership and then give them ~$50.

Correct it yourself to within 1%. Have a second setting for a different set of tires.
