I have a 1996 truck got a set of hella lights and was wondering where to splice into high beams off the switch so they work with activation of high beams in the truck. Thanks!
 
I'd hook em up through a relay and use the high beam voltage just to turn on the relay. Take the power for the lights off the battery(or close to it), run through the relay and then to the lights. I did that for back up lights and I'm sure the driving lights are higher wattage.

paccool is right. a standard 30 amp relay will work nicely. get them at any auto parts store, generally with the aux lighting. Federal Mogul DF005 is a good one. the wiring hookup diagram will be with the relay. use a fused hookup to the battery, or power distribution center for the 12v+ supply. lights hook up to lug 87 or 87A. i believe on your truck the headlights have switched 12v+. if so hook in to the wire to a headlight high beam, and run to the switched lug, i believe 86. ground the ground lug, 85?. i didn't want to deal with finding the wire in the harness in the cab, so i tied into the high beam wire at one of the headlights. so i could turn the driving lights off when i didn't want them, i ran that wire into the cab, and through a toggle switch, then back to the switched 12v+lug, 86?. when you trun the switch on, the driving lights will come on with high beams, and go out with low beams.

I noticed that you mention foglights and the high beam circuit. Fog lights (if used for fog) work best on with parking lights, low beams and off with high beams. If you use them to light up the sides of the road to spot critters or evil doers then the ability to have them on whenever you wish may be desirable as well.
