Star wheel vs. AFC housing

I know this must have been covered somewhere but couldn't find it.

Does moving the afc housing forward or back have the same effect as adjusting the star wheel forward or back?

They are not the same

No, you move the AFC housing to control pre-boost fueling, basically if you move the housing to the front of the engine pre-boost fueling increases, if you move it to much you’ll smoke like a train until boost is applied. So you set the housing so there is minimal smoke pre-boost. Adjusting the star wheel controls smoke as boost is applied, if it starts to smoke as boost is coming up you adjust the star wheel to control this.
