Engine/Transmission (1994 - 1998) starting problem when cold

hi i have a 98 dodge diesel 12v stock. when it is cold in the morning sometimes it just turns over than i go under the hood and open the water fuel separator switch and let some diesel out the bottom than close it and it will start right up and run perfect for the rest of the day and in the cold morning it will do it again probably about 3 times a week. any help would be appreciated. thanks
