2nd Gen Non-Engine/Transmission Steering Problem

Several times lately, I would be on pavement and the truck didn't seem to have any power to the power steering (it was power by "Armstrong")

Also, my steering wheel has to be at about a 45 deg angle to the left to go straight. Power steering fluid was low by about 8oz.

Whats going on?

Is there any fluid leaking from around the shaft on the steering box?
