While breaking down my truck for a Carli ball joint install, we noticed that when we released the bilstein steering stabilizer, it expanded like a shock does.

Shouldn't a stabilizer dampen both directions and not have constant pushing pressure to one side?

An IFP stabilizer like Carli or Thurens will expand, it still dampens both ways. You may have too much psi in it, all depends on how the truck is set up. The shaft displacement is What causes the shock the shock to expand, more surface area on the back side of the piston then the front where the shaft goes in
