2nd Gen Non-Engine/Transmission Steering wheel lock

Ever since I bought this truck the steering wheel has never locked when the ignition key is out.



The other day I killed the motor early while coasting into a parking space and was turning the wheel about 180 degrees and the wheel lock engaged for the first time.

It's still not locking the way it should.



Is this a problem w/ the clock spring?

Other?

If I don't turn the ignition to "lock" on my truck, I don't need a key to start it.

On my 99 the wheel "only" locks in the 180* out of true center I. E. upside down. I think this is correct and not a defect . . . how they all work.

So, is the wheel locking only at 180 degrees 'normal'?
