2nd Gen Non-Engine/Transmission Sticking e-brake

It flooded down here in New Orleans again yesterday. Whenever it floods here, I will wake up te next morning, start my truck, release the e-brake and it will stick for a litle while, and I need to give it some gas before it finally releases. Anybody have any clue what is up with that?

The rear shoes are "rusting" to the drums because of moisture. bg

OR the cable is frayed or rusting inside the sheath - same effect
