I live in Ca. We will start smogging 97 and newer diesel engines in 2010. I've got a 04. 5 (Family/5er hauler) that will get replaced with a 4th Gen when/if they arrive.

I'm shopping for a 94/95/96 auto 2500 just so that I can (A) have a truck that stays out of the tyranny of Ca.

What can I do, besides the turbo/transmission/injectors, blah, blah, blah, do I need to get this truck into the HP/Torque range of my current 04. 5?

Some 96 came with a 215hp pump but I think they were all manual. It doesnt take much to get the 12v on par with the common rail. Probably a fuel plate and timing alone will get you there. My 97 dynoed at 310hp 820tq with a 4in exhaust and a 10 plate. And it would pull better than my uncles 06 mega cab. It did run hot though. Timing and a turbo fixed that.
