Engine/Transmission (1998.5 - 2002) Stubborn starting

02 H/O requires 2 to 3 attempts starting before light off. Have been dealing with it for months by letting the lift pump run-on after cranking, usually starts on 3rd attempt. Fuel pressure (lift pump) is 14 psi. After shutting off engine for up to 10 minutes, the truck starts fine (normal). Leave it for more time than that, and it requires the procedure I've listed above. I've bled the injectors and to no avail. I've noticed a 3 pound or more difference between the fuel pressure at the filter inlet and the pressure at the VP44 inlet. The fuel filter is new so I know its not obstructed. The truck runs perfect after starting. No performance issues. Somebody has surely experienced this symptom. Any and all ideas are appreciated. :confused:
 
Replace your injector tube o-rings. I've fixed this problem by replacing them. Chip at BLUE CHIP DIESEL gave me the tip.
